César R. Rosario-Vega received a bachelor's degree, magna cum laude, in Business Administration and a law degree, magna cum laude, from the University of Puerto Rico. Subsequently, he obtained a Master of Laws in Taxation from New York University. 

He also is a Certified Public Accountant and concentrates on tax and corporate matters.
